New Jersey Municipal Solar

Municipalities or townships are similar to non-profit organizations in that they are restricted in obtaining the rich tax equity that a solar installation provides. Even solar rebates given by the State of New Jersey are not within the reach of municipalities unlike nonprofit organizations. So how can a municipality or township install solar?

PPA (Power Purchase Agreements) is one way a municipality can establish solar usage. Through a PPA agreement a municipality or township can have an enormous savings in its electricity cost. The largest municipal solar project in America is funded through a PPA. Where is this place you may be wondering? Would it be a surprise to you that it is in one of the foggiest neighborhoods in San Francisco, California? This mega solar installation at Sunset Reservoir will compete in size only to another largest solar project in the U.S. --- Moscone Center also in San Francisco. What gives with this solar PPA? Why not here in New Jersey?

Geared to save New Jersey Municipalities money by reducing its energy cost from utility companies, PPA’s outright lowers the cost of electricity by 50% or more depending on how an agreement is reached. When this is combined with efficient lighting and other energy conservation measures the savings is tremendous. With a PPA, the municipal or township’s electricity cost become known for the life of the contract (ten to 25 years). This is unlike purchasing from a utility company where energy used to provide electricity is subject to price fluctuations and continued escalating cost of services. There are no revenue bonds needed to be raised, no voter approval required for general obligation bonds, no bonds needed altogether because there is no money needed for a PPA.

These PPA’s allow the investment community to make huge investments in photovoltaic (solar electricity) because they are able to accelerate its depreciation and collect huge tax credits/grants (30%) from our federal government, plus gain an enormous amount of money that is driven by the sale of SREC’s (Solar Renewable Energy Certificates) in the open market. With no maintenance issues to deal with, Solar PPA backed by the capacity of the power utility’s grid is a good way for a municipality to forecast accurately its long term energy cost.

Municipal Solar Leasing works this way:

Another financing option for NJ municipalities or townships is the lease/buyback agreement. With this arrangement NJ Solar Electric also acts as bridge to this type of financing with an Investment Bank. Here the municipality leases the equipment for a faster route towards solar system ownership. Terms of the lease varies from minimum payment with a balloon at the end, to a payment system that enables the quickest path towards ownership. Here the tax equity as well as the SREC’s derived from investor ownership of a solar electric system can be channeled back to the municipality’s coffers to help offset the payment of the lease. Maintenance is covered by our fourteen (14) year warranty for all parts & labor. In essence after the municipality attains ownership of a solar installation, free electricity and the SREC revenue becomes a source of positive cash to add to a municipality’s revenue. Solar leasing is a viable option to municipalities that want to take advantage of a solar installation's additional revenue generation capability.
